Add ability to switch enrollment between years

We have opened enrollment for 23-24, but still occasionally have families enrolling for 22-23. It would be great if there was an easy way for families to choose the year when they are enrolling online or have an easy way for schools to change year when needed.

We usually do this by having the current year as an option as early as the Inquiry Form.
