This would be useful for all schools that use the Shopping Cart feature and also have a custom grace period. All schools that use both of these features would benefit from it, as their families wouldn't inadvertently be charged a late fee when there is no balance due on the account.

The business rule needs to be changed as families are being charged a late fee and notified that they are past due, when that is not the case at all.
