A notification needs to be sent when a previously settled payment changes to 'Failed'

After a payment has been remitted from a 'settled' payment, it is possible for a payment still to change to a 'failed' status if the bank disputes the charge or otherwise. If this occurs, a notification needs to be sent to the school. Especially if the payment for the settled transaction has already been remitted so that we know to expect the same amount to be withheld from future remittances.
