Schools need the flexibility to send multiple budgets to one BBTM discount.

Currently, the system does not allow for multiple budgets to be mapped to one Blackbaud Tuition Management discount. Therefore schools that have different budgets by batches cannot use the "Send to TM" option if they wish to categorize all their aid under one discount in BBTM.
